A fugitive who orchestrated a massive Medicare fraud scheme has been captured by the FBI. The individual, identified as Herbert Leon Kimble, was taken into custody in the Philippines. He was then brought back to the United States. The scheme Kimble ran was valued at $1.2 billion.
